SSA – SARVA SHIKSHA ABHIYAN

SAMAGRA SHISKA 

OBJECTIVES :-

  1. Achieving enrolment of all school age children into schools
  2. Retaining all the children enrolled, up to the completion of 12th standard in schools
  3. Focusing on quality in education
  4. Ensuring essential minimum level of learning competencies to all children
  5. Decentralization of Educational Management through effective community participation
  6. Enabling 100 percent Transition rate from Primary to Secondary to Higher Secondary Education
  7. Empowering teachers through training by explorative, creative, interactive and technology based methods
  8. Disseminate health education in schools
  9. Impart computer education to all students

GUIDELINES / IMPORTANT POINTS

Access (Primary):

  • Implementing 100% access to schools for all children aged 6 – 14 in all habitation.
  • In 2019-20, School facilities have been provided in 5660 habitations.
  • EMIS Registration and E.Aadhaar IDs have been given to students.
  • In the year 2019-20 Transport & Escort facilities have been given to 674 students in inaccessible areas at an expense of 33.50 lakhs.

 In-service Training:

  • Inservice Teacher Training has been given with an allotment of Rs.219.45 lakhs and expense of Rs. 127.029 lakhs in the year 2019-20.
  • Child centered methods like SABL (Simplified Activity Based Learning), SALM (Simplified Active Learning Methodology) and ALM are implemented in classroom.
  • Picture dictionaries, teachers geometry box moral stories DVD, learning activities CD
  • Jolly phonics kit, remedial safety & security posters, teaching books
  • Maths, Science and English kits are given to enhance Maths and science learning.

Quality (Primary Level):

 School Standard Evaluation:

  • 20 Schools per block and total of 420 schools were evaluated for improving academic performance.
  • Expenditure of Rs.10,000/- each school were undertaken for 420 schools at a total of Rs.4.200 lakhs.

Sports Equipments:

  • In Salem District for enhancing the sports skills for students 39 primary and middle schools were allotted Rs.3.900 lakhs for the purchase of sports materials for Rs.10,000/- per school in the year 2019-20.

 Partnership Between Schools Scheme (PBS):

  • Under Partnership Between Schools Scheme (PBS), 346 schools were twinned between rural and urban schools at an expense of Rs.10.380 lakhs for 6920 students in 2019-20 activities regarding Teaching learning climate and culture were under taken.

 State Level Achievement Survey:

  • Achievement levels of students were tested at an expenditure of Rs.6.083 lakhs
  • Based on this remedial teaching was given

 Inclusive Education (Primary):

  • Identification of Differently abled students in the age group 6-14 through survey and stream lining them into regular school, day care centre and home based training according to the severity, are the activities under IE.
  • In 2019-20 survey 4764 IE children were identified. 4013 were enrolled in regular schools, 358 in Day care centre and 393 in home based training.  Out of Rs.330.506 lakhs Rs.315.299 lakhs have been spent under various activities for the benefit of students.

Infrastructure Facilities (Primary):

  • To bring effective learning environment in schools the infrastructure facilities are provided under Samagra Shiksha and the fund is allotted for below civil works at an expense of Rs.628.356 lakhs in the year 2019-20.

 SMC (Primary):

  • As per G.O.42/School Education (1) dated 06.03.2019, Samagra Shiksha School Management Committee and School Management and Development Committee are to be instituted in all Govt. and Govt. Aided schools.  The Committee acts as a bridge between the community and the development of the school. The Committee acts as a catalyst for the growth of the school and streamlines its activities.
  • Enrolling all school age children (6 – 14) enhancing the infrastructure of Schools improving academic achievement of the students and bridging the gap in the learning outcomes of students due to societal gender bias and ensuring provisions of RTE Act.
  • Preparing School development plans in accordance with RTE Act and submitting the same to the Block Resource Centre.
  • 1109 Govt. Primary Schools, 354 Govt. Middle Schools, 13 KGBV Schools, 134 Govt. High Schools, 155 Govt. Higher Secondary Schools with a total of 1765 schools have been functioning with SMC.
  • 13.618 lakhs was allotted for skill development for SMC / SMDC members in the year 2019-20 at District level.

Community Connect Programme in Parent – Teacher Meeting (Primary):

  • As per the provisions of SMC / SMDC component and the announcement from Honorable School Education Minister, parent teacher meeting is to be conducted to assure community mobilization for development of school activity.
  • At Salem 1746 Govt. Primary and Middle Schools are functioning with special inputs from SMC / SMDC.
  • Community Connect Programme is stipulated to be conducted as part of Parent – Teacher meeting.
  • From November 2018 to April 2019 parent teacher meeting was conducted at 1 meeting per month and Rs.100/- per month for 1746 schools were released at a total of Rs.10.476 lakhs.

 Rashtriya Avishkaar Abhiyan (RAA) Primary:

  • From 2019-20 under RAA scheme in Samagra Shiksha 30 deserving students interested in science, maths and technology were selected for exposure visits to take outside.
  • 500 students were selected for exposure visit outside the state (page no.28 of the minutes of PAB meeting) for science, maths centres, places of cultural value, MSME (Micro, Small and Medium Enterprises) and National Institutions for higher education.
  • 2,000/- per student for 30 students for exposure visit outside the state and Rs.200/-per student for 500 students for exposure visit within the state has been sanctioned.

Out of School Children:

  • Out of school children in the age group of 6 to 14 years are enrolled into Special Training Centres for continuing education.
  • Out of school children identified in the survey 2019-20, 221 students were enrolled in RSTC (Residential Special Training Centre), 367 students in NRSTC and 381 Girl children in KGBV schools.
  • 68.340 lakhs was spent for RSTC and NRSTC students.

Kasturba Gandhi Balika Vidhyalaya Schools (KGBV) (Primary):

  • In Salem 13 KGBV Schools are functioning in 12 EBB (Educationally Backward Blocks) blocks for dropout and never enrolled girl children in the age group 11-14.
  • In the academic year 2019-20 Edappadi – Chitur KGBV Hostel has been upgraded from 6th to 12th.
  • In 2019-20 Rs.714.450 lakhs was allotted and Rs.490.949 lakhs has been spent to date.

Composite School Grant (Primary):

  • Composite school grant is given for school needs, teaching learning material, drinking water facility, electricity and for minor repairs in the school buildings.
  • 12,500/- for schools with student strength 1-15, Rs.25,000/- for schools with student strength 15-100, Rs.50,000/- for schools with student strength 101-250, Rs.75,000/- for schools with student strength 251 to 1000 to the total of Rs.478.250 lakhs for 1461 schools in 2019-20.

RTE 25%:

  • Children’s Right to Education Act 25%.

In all self financing matric schools except minority schools, a minimum 25% seats are reserved for children from disadvantaged and weaker sections, from the year 2013-14. In the academic year 2019-20 a total of 4401 students have been allotted a sum of Rs. 337.607

School Library:

  • Grant of Rs. 10000/- is given for the maintenance of all Govt. middle schools. Books from NCERT (National Council of Educational Resource and Training) and NBT (National Book Trust) are supplied to schools and students reading skills have progressed.

Part-Time Instructors Salary:

  • Part time instructors are appointed by Samagra Shiksha at all Govt. Middle High and Hr Secondary Schools, with a student strength  above 100 for teaching ART PET Work Education (Computer, Tailoring Music, Masonry, Horticulture, Life shell )at a monthly salary of Rs. 7,700/- They work for three half days per week for a total of 12 half days per month. In 2019-20, 713 Part Time Instructors have been paid Rs. 587.189 lakhs.

Community Mobilisation:

Wall painting for Awareness

  • In the year 2019-20 with a view to create an awareness among school students, teachers and the general public , Wall painting regarding children’s Right to Education, Girls Education, Safety of girl children, safety and security and self hygiene were created.
  • Out of these, 10 wall paintings were provided by the State Project Directorate to selected schools  for display on the school compound wall. The work was undertaken in 52 Govt Primary schools and 32 Govt middle schools at an expense of Rs. 2.244 lakhs.
